进出口代理Import and Export Service

进出口代理是指对于有货物进出口需求的客户，由于对进出口业务的不熟悉或者是没有进出口权，通过进出口代理公司代办进口出口的贸易服务型业务。进出口代理一般由代理商操作，在进出口的过程中，进出口代理商作为发货人和收货人之外的中间人，在操作过程中收取佣金，即服务费，但一般不承担信用、汇率、市场风险，不拥有进口商品的所有权。现代物流企业有实力的，也同时提供比如备货融资，进口资金代垫等服务，一般资金需求大的时候方需要这种服务，是供应链管理的一种模式。进出口代理细分为进口代理和出口代理。Import and export agency services refer to a trade service business in which clients who have import or export needs — due to either unfamiliarity with import/export procedures or the absence of import/export licensing rights — engage an import/export agency company to handle their operations on their behalf. Agency work is generally carried out by agents who act as intermediaries between shippers and consignees, collecting a commission (service fee) in the process. Agents generally do not bear credit, foreign exchange, or market risks, nor do they hold ownership of the imported goods. Capable modern logistics companies may also offer additional services such as inventory financing and advance payment of import funds, typically needed when large capital requirements arise. This represents one model of supply chain management. Import/export agency services are further divided into import agency and export agency.

IMPORT

进口代理流程Import Agent Process

委托方与外方核定价格以及贸易条款，生产周期，运输方式等信息。The client confirms pricing, trade terms, production lead times, shipping methods, and other details with the overseas party.

委托方与易恒签订进口代理合同。The client signs an import agency agreement with E-Heng.

确认HS号、监管条件（商检，机电证，重工证，3C等进口必要证书）。The applicable HS code and regulatory requirements are confirmed (commodity inspection, electrical and mechanical certificates, heavy industry certificates, CCC certification, and other necessary import permits).

易恒收到委托方货款（根据订单支付条款）。E-Heng receives payment from the client (in accordance with the order payment terms).

客户将货物明细单，发票（每票都要）交予销售，由销售准备与操作的移交事项。新客户需交予操作联系方式，联系人以及代理费率等收费价格。The client provides the sales team with the packing list and invoice (required for each shipment), and the sales team prepares the handover to operations. New clients provide contact information, a contact person, and agreed agency fee rates.

操作根据订单信息准备进口付汇资料，进口如需出具机电证等需提前办理的资料。Operations prepares the foreign exchange payment documentation based on the order information, and arranges in advance any documents that must be obtained prior to import, such as electrical and mechanical certificates.

外方备好货物，根据实际情况提供客户合适运输方式建议，安排货代运输。（木质包装注意让外方提供熏蒸证明，木箱上印上清楚的IPPC标示）Once the overseas party has the goods ready, operations advises the client on a suitable shipping method and arranges freight forwarding. (For wooden packaging, ensure the overseas party provides a fumigation certificate, with IPPC markings clearly printed on wooden crates.)

操作收到外方提供进口单据安排进口报关事宜（货物到港后）。一般清关完成为3-4个工作日，若查验则需根据实际情况顺延。Upon receipt of the import documents from the overseas party, operations arranges customs clearance (after the goods arrive at port). Standard clearance takes 3 to 4 business days; if inspection is required, additional time will be needed.

放行送货，一般为2个工作日。Release and delivery generally takes 2 business days.

EXPORT

出口代理流程Export Agent Process

委托方与外商签订外贸合同。The client signs a foreign trade contract with the overseas buyer.

委托方与易恒签订代理合同。The client signs an agency agreement with E-Heng.

确认HS号、监管条件。The applicable HS code and regulatory requirements are confirmed.

易恒收到国外首款（一般在外方汇款3至7天到帐）。E-Heng receives the initial payment from overseas (generally credited within 3 to 7 business days of the overseas party's remittance).

客户将货物明细单（每票都要）与操作移交资料（新客户），交予销售由销售准备与操作的移交事项。The client provides the sales team with the packing list (required for each shipment) and operations handover documents (for new clients), and the sales team prepares the handover to operations.

准备出口所需单证，易恒出口制单、出口订舱、出口商检（商检换单，法定商检货物）、出口报关、出口检查（随机检查非法定）。Export documentation is prepared. E-Heng handles export document preparation, export booking, export commodity inspection (inspection certificate exchange for statutory inspection goods), export customs declaration, and export examination (random inspection, non-statutory).

提单审核，制作、审核议付单据。Bill of lading review, and preparation and review of negotiation documents.

委托人审核整套单据，并催款。The client reviews the full set of documents and follows up on outstanding payments.

易恒收到国外尾款（一般在外方汇款3至7天到帐）。E-Heng receives the final payment from overseas (generally credited within 3 to 7 business days of the overseas party's remittance).

预录完后，根据操作的开票资料开增值税发票。After pre-entry is completed, VAT invoices are issued based on the invoicing information provided by operations.

委托方向易恒开增值税发票，并附上内贸合同用于退税。The client issues a VAT invoice to E-Heng, accompanied by the domestic trade contract, for use in tax refund applications.

易恒审核增值税发票、核销、退税。E-Heng reviews the VAT invoices, completes verification, and processes the tax refund.
